Rep. Payne, Jr. Wants a Federal Plan for Education during a Public Health Crisis

Congressman Donald M. Payne, Jr. introduced the Pandemic Planning and Response for Schools Act today. The bill would “require the Secretary of Health and Human Services and the Secretary of Education to create a public plan for the continuation of education during a public health emergency.”

“My bill is a direct response to the failed leadership of the Trump Administration regarding how to reopen schools during this global pandemic,” said Congressman Donald M. Payne, Jr. “Right now, we have school districts across the country trying to figure out how to teach students and keep them safe during this public health crisis without any federal guidelines or standards. We need a plan from the two federal agencies that handle public health and education to guide schools on what to do during such an emergency.”

The bill states that a plan to outline how to continue student education during a public health crisis must be created and available to Congress, the States, and the public no later than 30 days after an emergency has been declared. The plan would provide requirements and recommendations on how to protect students and faculty during in-class instruction. If schools need to be closed, the plan would give directions regarding how to conduct online classes with direct supervision from a teacher or classroom instructor. In addition, it would provide rules and guidelines for what to do if schools use in-class and online instruction for students during the emergency.

Donald Payne Jr. wins NJ Democratic Primary

Rep. Donald Payne Jr. won the Democratic primary in New Jersey's 10th District, leaving him well placed to earn a 6th term in November.

Payne won with 90 percent of the vote, with 31 percent of precincts reporting, according to the Associated Press. He defeated two educators - John Flora, a teacher, and Eugene Mazo, a professor at Rutgers Law School and an election law expert.

First elected in 2012 to replace his father Donald Payne Sr. (D) who died from colon cancer, Payne will face Jennifer Zinone, who ran unopposed in the Republican primary.

Congressman Payne, Jr. Statement on Former FBI Director James Comey’s Testimony

Congressman Donald M. Payne, Jr. (NJ-10), a member of the House Committee on Homeland Security, released the following statement today on former FBI Director James Comey’s testimony in front of the Senate Intelligence Committee:

“The former FBI director testified, under oath, that President Trump lied, requested a pledge of loyalty, and pressured him to drop the bureau’s investigation of the president’s former National Security Advisor. We are potentially looking at obstruction of justice by President Trump—a felony for which Comey believes the president is being investigated. Many questions remain, including whether Comey was fired in an attempt to undermine the Russia investigation. An independent, bipartisan commission must be formed to get to the full truth.”

“I have the deepest respect for the office of the presidency, something that cannot be said for President-elect Trump. His actions and statements have consistently been below the dignity of the office, and there’s no indication that will change. Donald Trump will be our president, and I will work with him if my values permit, and if doing so is in the best interest of my constituents and the nation. But I will not celebrate his swearing-in to an office that he has proven unfit to hold.”

New Jersey Congressman Donald Payne Jr. (DEM) has been re-elected to the U.S. House of Representatives for a third term as the Representative of New Jersey's 10th Congressional District. Payne demolished his Republican challenger David Pinckney and three others with over 86% of the vote making his margin of victory the largest in the state of N.J. Congrats to Congressman Payne.
